Apogee Integration is seeking an IC DTE Systems Engineer to work in Reston, VA.
Description:
- The candidate will serve as a member of the IC Desktop Environment (IC DTE) team, directly supporting the IC DTE Integrated Program Office (IPO). The IC DTE Systems Engineer functional responsibilities shall include the performance of desktop planning activities spanning people/processes/technologies for NGA.
Responsibilities include the following:
- Oversight of IT projects, networks, and infrastructures—from initial planning, guidance and development of technical requirements to implementation and enhancements.
- Understanding customer needs, identifying risks, and developing stable, scalable, and cost-effective targeted IT solutions, cloud computing, IT consolidation, transition planning and project management
- Leading, coordinating, supporting, and participating in technical reviews, working groups, technical exchange meetings, and program reviews. Supporting the development of acquisition artifacts, ECP’s, Statement of Objectives, work statements, requirement documents, program schedules, SOPs, white papers and trade studies
- Developing enterprise plans, roadmaps, transformation criteria, project, transition, and implementation planning; defining project phases, sequencing, and defining required deliverables for the overall effort
- Conducting technical analysis, assessment and oversight of deliverables against Contract Data Requirements List (CDRL’s). Performing analyses of performance, life-cycle cost, risk, producibility, and other system or program requirements and providing feedback to program office and contractor
- Generating quantifiable hardware and software requirements based on customer description, system planning and design, and acquisition logistics. Translating high level product development strategies into system requirement specifications and coordinating with multi-discipline engineering teams to develop required documentation
- Maintaining knowledge of, evaluating and assessing current technology and providing advice to the program leads on technology advancements
- Supporting day-to-day engineering tasks as required in the development, generation, and technical vetting of program studies/trades/plans and/or documents
- Participating in the assessment of technical reviews, briefings, conferences, studies, trade analysis, monthly progress reviews, monthly business reviews, contract data deliverables, performance models/simulation trades supporting legacy system and future system performance analysis
- Supporting and/or leading ad hoc studies and independent studies as required. Preparing graphics, reports, engineering data and analysis, and recommendations for decision-makers
- Maintaining knowledge of current technology and providing advice to the program leads on technology advancements
- Providing engineering review board and configuration management support including Request for Change (RFC) preparation, technical review, and coordination
Required Qualifications:
- TS/SCI Clearance (with a current SSBI favorably adjudicated within the last 5 years)
- 16+ years Systems Engineering experience, 10 years of specific agency related experience
- BS in Engineering, Computer Science, Information Systems, Math, or related scientific or technical discipline
- Experience as an infrastructure service provider for one or more IC Components (preferably NGA/DIA)
- Strong oral & written communications skill with senior government & contractor personnel
- Experience developing enterprise-level infrastructure requirements
- Knowledge of and demonstrated proficiency applying SE&I processes
- Experience with systems analysis and capable of determining how a system should work, and how changes in conditions, operations, and the environment will affect outcomes
- Ability to identify technology gaps in current capabilities and processes
- Experience using logic and reasoning to identify the strengths and weaknesses of alternative technical solutions, conclusions or approaches to problems
- Experience troubleshooting and problem-solving technical and non-technical issues
- Demonstrated ability to work independently (self-managing) & within a team environment
- Demonstrated ability to explain technical issues clearly and accurately to both technical and non-technical audiences
- Demonstrated ability to work in multi-contractor / government / commercial organizations
- Demonstrated ability to rapidly adjust to changing priorities
- Proficient with MicroSoft Office Suite (Word, PowerPoint, Excel, Project)
Desired Qualifications
- MS in Systems Engineering, Computer Science, Information Systems, Math, or related scientific or technical discipline
- Relevant Systems Engineering & Integration (INCOSE), IT (ITIL) and Agile certifications
- Broad knowledge of the NGA and other IC or DoD architectures and missions, both as-is and future vision
- Experience with major infrastructure transition or lifecycle refresh planning and execution
- Experience providing support in Project Management, Enterprise Architecture, Systems Engineering and Systems Integration
- Experience Serving as technical adviser and subject matter expert (SME) in acquisition/procurement of government projects implementing new elements across the entire IT spectrum. For example: IT Infrastructure, Virtual Desktop Infrastructure (VDI), data center design / build, physical and virtual servers, routers, switches, Microsoft Windows Servers, Hyper-V, VMWare, Microsoft Active Directory, Microsoft Group Policy, Microsoft Exchange, file and print services, data replication and SAN storage including system/network health and performance monitoring
